Lucy was born in Seend, Wiltshire to William James Brown and Leah Brown nee Rogers.

Lucy was sister to Albert Brown, Alfred Brown, Arthur Brown, Edith Brown, Ernest Brown, Mary Brown, Oliver Brown, William Brown and Walter Henry Brown.

Although Lucy appears in the 1891 Census, she does not appear in the 1901 census.
