Walter was born in Melksham. He was the son of William James Brown and Leah Brown nee Rogers , and the brother of Albert Brown, Alfred Brown, Arthur Brown, Edith Brown, Ernest Brown, Lucy Brown, Mary Brown, Oliver Brown and William Brown.

He married Hannah Elizabeth Warner nee Brown in Hoxton, 18th October 1906. Together they had 4 children, Edith Brown, Elizabeth Emiliy Hayes nee Brown, Florence Lillian Phelps nee Brown and Winifred Hetty Pullen nee Brown.
